Norsk Armory provides professional non-resident concealed handgun permit certification training for Utah, Oregon, Arizona, and Florida, designed to help applicants obtain their preferred CHP/CHL/CWP/CPP credentials with broad multi-state reciprocity.
Our bold, no-nonsense curriculum covers state-specific legal requirements, safe firearm handling, marksmanship fundamentals, situational awareness, and conflict de-escalation, all taught by certified, experienced instructors who combine hands-on range time with scenario-based drills to build real-world competency and lasting confidence.
We provide comprehensive documentation and state certification processing assistance to maximize acceptance across reciprocal jurisdictions, and courses are delivered exclusively to organized groups ranging from 8 to 800 participants; note that no live fire is required to complete this certification.
We have taught this course nationwide at event centers, conference rooms, public safety facilities, private property, and family homes—so fire up the BBQ or order some pizza and schedule your private group today. All we require is a safe-clean environment, sufficient seating, and preferably reliable Wi‑Fi access.

Effective May 1, 2007, Norsk Armory will provide free HB1163 compliance training to Washington residents, covering the statute’s legal requirements as well as best practices for safe handling, secure storage, and proper documentation. Students are responsible only for their own firearm, ammunition, personal gear, and any applicable range fees; all instructional content related to legal compliance is provided at no cost.
Washington House Bill 1163 is a state law that enacts a permit-to-purchase requirement for firearms, signed by Governor Bob Ferguson on May 20, 2025. [1, 2]
Key Provisions
Permit to Purchase: Requires a valid 5-year firearm purchase permit issued by the Washington State Patrol (WSP).
Training & Background Checks: Mandates fingerprint-based background checks, safety training, and live-fire exercises “including a minimum of 50 rounds for a Concealed Pistol License.”
System Updates: Expands Department of Licensing (DOL) transfer record-keeping, mandates centralized WSP background check tracking, and requires annual eligibility verifications.
Effective Date: Set to take effect on May 1, 2027.
